The FCC rules require that amateur stations operating in the 23 cm band
may not cause harmful interference to stations in the
Radionavigation-Satellite Service, the Aeronautical Radionavigation
Service, the Earth Exploration Satellite Service or the space
research
service. Nobody is arguing with that. What is questionable are
letters being sent to hams telling them that they are the source of
interference to this new radar system even if they or their repeaters
have not been on 23 centimeters in years.

it's the same thing as hoas. There were hoas who knew the ham did not
have any radios or any antennas at all, yet knew he was licensed as a
ham by the fcc, sso complained that his mere presence in the
neighborhood caused radio frequency interference to all sorts of
things in the properties of all the homes in the hoa, including one
hoa resident who complained he kept hearing both sides of the ham's
conversations coming out of his toilet 24/7 just because of the mere
presence of the ham radio operator being in the neighborhood (without
any radios or antennas at all).

and he wanted the radio frequency interference to his toilet stopped
pronto, immediately.

I have recently learned of a HOA group who have blamed their diarrhea
problems on the RF that is allegedly being sent from one of their
neighboring Amateur Radio operators.
The group is stating that their collective problems with runny bowels is
caused by a local Amateur Radio operator who transmits on various UHF
frequencies.
The spokesperson said that they grouped together and kept track of their
bowel movements and timed them, and that their bowel movements were most
active during the evening hours when the Ham Op was on the air.
The group maintains that their bowel movements are "loose and liquid" in the
evening hours, but that during the morning hours, when the Amateur is
asleep, that their bowels exhude, "large and solid masses with little or no
discomfort."
This concerned group has contacted several city officials and have made
their issues known. One city official seemingly scoffed at their concerns
and alleged that the group "was full of it."

The group is now considering whether or not to take their case to the FCC
but lack funding to do so.

You posted the coprophilic obsession after the OP mentioned 'toilet'. Once.
